K GROUP UNDERCOVER OPERATIONS - FEDERAL BUREAU OF INVESTIGATION

MISSION:

Investigate and containment operation following the loss of contact of Army Team from 1st Battalion, 100th Regiment (Engineering) Detatchment 1 (USAR) inspecting water tower, building 49, for structural integrity following repair request for leaking roof. All attempts at rescue have been met with hours of continuous screaming followed by silence from 2 different rescue teams. No evidence of supernatural entity or activity known in the city outside of an active Baak hunt on the East side of Chicago; assistance has been declined by the assigned team, [REDACTED].

SUMMARY / MISSION STATEMENT:

Responding unit (your team) will deploy to Chicago, Illinois (specifically Fort Sheridan Army post) to: (1) Identify anomilous reported properties and hazards within the structure; (2) secure and extract rescue team & Det 1 remains and personal effects if necessary; (3) identify, contain, or neutralize any anomalous threat associated with the incedent; and (4) preserve structure for further study. This is a high-risk ISR operation with high likelihood of encounter with a memetic or predatory anomaly. Maintain official cover and cohesive coordination with local law enforcement / MPs per K Group protocol.

BACKGROUND / CURRENT SITUATION:

• Army CE Team: Team was witnessed entering the building just before 1400 on 11 Jan. Screaming was then heard by witnesses who called MPs. MPs discovered building doors were locked and called for reenforcements from Army Reserve Intelligence Support Center on site. ARISC rescue team attempted entry at 0742 on 12 Jan when the screaming finally stopped and the doors miraculously unlocked.
• Army Rescue Team 1: The first rescue team was fully kitted for urban warfare. Once the team entered the facility, the doors slammed shut and locked again, preventing Team 2's entrance and all communication with Team 1 through electronic means silenced. The screaming started again briefly and gunfire was noted on serveral occasions, intermittantly on the 1st, 2nd, and 3rd floors. After 2 hours of no contact, the team was again heard shouting through the door for backup. They were not able to articulate the situation inside the structure besides incoherant shouts of flesh eating monsters and death traps. Gunfire stopped around 1732 on 12 Jan, and the incoherant screams continued for 2 hours and 11 minutes before silencing.
• Army Rescue Team 2: After the silencing of Team 1, Team 2 immediately entered the structure to save them at 1943 on 12 Jan. One of the members stood inside the doorway with the doors wedged open and a metal jamp put in place to prevent closure, but the doors slammed shut anyway on him killing him instantly and destroying the metal tubing like it was thin plastic. Events proceeded just the same for Team 2 as they did for Team 1; radio silence followed by screaming and gunfire. Once the team stopped shooting, they shouted through the door that one of the members had been killed by a "club wielding fat fuck" and that they would stay near the doors until they opened since they didnt see any bodies. 15 minutes passed before the screaming started again, cutting out momentarily before starting again with added gunfire. This progressed in this manner for 6 hours and 54 minutes, due to their increased equipment loadout, before all noises ceased and the doors unlocked and opened at 0237 on 13 Jan.
• Current Situation: All access to the facility has been restricted to all personnel. A 100 foot cordon has been implemented and is manned by armed MPs every 50-100 feet. All movement within the cordon is forbidden, and the surrounding buildings have been evacuated and locked down.
• Building Annomilous Properties: Building has been tied to multiple instances of stories of injuries or death miraculously fading. 23 individual rumors have been tracked back to the building with one account being that a Lt tripped and fell down its central spiral staircase from almost the top, and says he remembers breaking his neck before he hit the bottom of the 225 steps. He then prceeded to get up and brush himself off and exit the building without a mark on him. This story was printed in 1937 in a local consipricy theory paper. The Lt was disiplined for the PR infraction and later discredited and dishonorably discharged from the Army due to insubbordination and problems with authority.
• Threat Assessment: Indicators suggest a memetic, phantasm, or shapeshifting threat; indicators point toward a possible curse or strong memetic hazard to controle the environment. The environment inside suspected site (water tower) presents electronic and mobility hazards (temperature anomalies, slick surfaces, acoustic distortion, and spacial distortions) as well as extreme psychological stress indicators for persons on the top floor.
• Additional Information:

OBJECTIVES (PRIORITIZED):

1) Identify hazards present within the structure

2) If personnel remains are found, recover remains and all personal effects with full chain-of-custody.

3) Contain and/or neutralize any anomalous or mundane threat to future personnel.

4) Secure site under the authority of the FBI, and if possible find the source of the historical anomalies.

5) Minimize public exposure; coordinate with local CID representatives for continued controlled perimeter and public safety messaging.

AUTHORITY & CONSTRAINTS:

• A Congressional Inquary has been called on the incident, granting FBI access to facilty, but not operational authority, which still resides with Army CID. Agents while on site will abide by CID requests and orders, but will not under any circumstances reveal the existance of K Group. All anyone needs to know is that you are Special Agents sent by FBI and Chicago state field office (DCI) to assist in the congressionally mandated investigation of missing army reservists and active army personnel.
• (your team) operates under FBI authority with cooperation from CID and local FBI resources. Maintain legal jurisdictional deconfliction; any overt insubordinate action to be coordinated with Field Office Command.
• Use of lethal force follows K Group use-of-force policy and is authorized only when necessary to protect life or stop malicious entities.
